1. Requirements for the bidding project |
|
1.1 The supplying vendors participating in the bidding must be professional manufacturers, and the bidding vendors must be represented by the legal representative or authorized agent.
1.2 When bidding, a copy of the latest annual inspection qualified and stamped business license (copy), bank account opening permit, production license copy, product quality documents, ISO international quality certification system certificate, bank credit rating certificate copy, and other qualification proof materials must be provided; recent supply contract copies and other performance materials and main equipment personnel information must be provided, along with proof of the legal representative's identity or power of attorney and a copy of the identity card of the authorized person.
The representative of the bidding vendor must present a valid identity document.1.3 The products provided by the bidding vendor must meet the technical requirements of the bidding party, have stable product quality, and comply with national and relevant departmental quality inspection standards as well as health, environmental protection, and fire safety requirements. The reported products must have production licenses and product qualification certificates.
1.4 The bidding party should carefully read the bidding documents and write the bidding documents seriously according to the requirements of the bidding party, and affix the bidding vendor's official seal on the documents that are particularly required or critical. One original and one copy of the bidding documents should be sealed for bidding.
1.5 The bidding vendor should provide the name, specifications, material specifications, various specific technical indicators, quotation, quotation validity period, delivery deadline, delivery location, delivery method, acceptance method, payment method, warranty period, and after-sales service of the bidding products. For specific requirements, please refer to the "Instructions for Bidders."
1.6 The bidding vendor may bid for all or part of the items in the bid.
1.7 All quotations are inclusive of 13% VAT and are delivered to the factory price. The winning bidder is responsible for delivering to the designated location of Party A, and the risk is borne by them.
1.8 The bidding vendor should clearly list the unit price and total price of the bidding products in the "Bid Price List." This quotation serves as the evaluation standard for the bidding party but does not restrict the bidding party's right to sign contracts in other ways.
1.9 The bidding vendor is responsible for completing the transportation, after-sales service, and other technical services of the products within the time specified by the bidding party and bears all costs related to transportation and services.
2.1 During the bidding process, the bidding vendor must comply with relevant laws and regulations and must not engage in activities outside the scope of business. Violators will have their bidding qualifications canceled upon discovery.
3. Requirements for bidding documents
2.2 The bidding party should carefully read all contents of the "Bidding Documents" and provide the "Bidding Documents" as required. They must ensure the authenticity of all provided materials to ensure their bid makes a substantive response to the "Bidding Documents." Otherwise, their bid may be rejected.
2.3 The "Modification Documents" of the bidding documents will be considered part of the bidding documents and are binding on the bidding party.
2.4 The bidding party should prepare one original and one copy of the "Bidding Documents," and clearly indicate "Original" or "Copy" on each "Bidding Document." In case of discrepancies between the original and the copy, the original shall prevail.
2.5 Each form and document in the original and copy of the "Bidding Documents" must be printed and signed by the officially authorized representative of the bidding party. There should be no additions, deletions, or rewrites in the "Bidding Documents."
2.6 Regardless of the practices and results during the bidding process, the bidding party shall bear all costs related to participating in the bidding.

If there is a discrepancy between the unit price and the total price, the unit price shall prevail; if there is a difference between the data expressed in words and the data expressed in numbers, the data expressed in words shall prevail. If the bidding party refuses to accept the above corrections, their bid will be rejected.
2.13 Before conducting a detailed assessment of the "bidding documents", the bidding party will review the financial, technical, and production capabilities of the bidding party based on the "qualification documents" provided. If it is determined that the bidding party is not qualified to perform the contract, their bid will be rejected.
2.14 The bidding party will determine whether each bid has made a substantial response to the requirements of the "bidding documents" without significant deviation. A substantial response means that it complies with all terms, conditions, and provisions of the "bidding documents" without significant deviation or reservation (significant deviation or reservation refers to those that affect the scope, quality, and performance specified in the "bidding documents", or restrict the rights of the buyer and the obligations of the bidding party, and correcting these deviations will affect the fair competitive position of other bidding parties that have submitted substantial responses). The bidding party's judgment of the responsiveness of the "bidding documents" is based solely on the "bidding documents" themselves without relying on external evidence.
2.15 The bidding party will reject any bidding party determined to be a non-substantial response. The bidding party cannot make corrections or withdraw non-compliant aspects to make their bid a substantial response.

2.17 The bidding team will review, question, assess, and compare the "bidding documents", conduct collective evaluations, and submit for approval by the general manager. The bidding party will decide on the winning unit within the specified number of days from the start of the bidding. If there are special circumstances, the bidding party will notify the bidding party separately.302.18 The bidding team will independently conduct the bid evaluation work, adhering to the evaluation principles, treating all bidding parties fairly and justly.
