Our company plans to hold a winter cold-proof clothing bidding meeting at 9 AM on January 11, 2020. The main content of the bidding is as follows:

1. Qualification requirements for bidding units:

1. Bidders must have a valid business license, tax registration, organization code certificate, or a unified business license that can issue 13% VAT special invoices as a manufacturing enterprise.

2. Bidders must provide inspection reports for the shell fabric and lining issued by a provincial or higher quality technical supervision and inspection agency (Inspection items for the shell: color fastness ≥3, hydrostatic pressure, surface water repellency ≥4, moisture permeability ≥5000, fiber content 100% polyester. PH value, formaldehyde content, and odor must meet national standards. Inspection items for the lining: color fastness ≥3, anti-static, PH value, formaldehyde content, and odor must meet national standards.)

3. Bidders must provide audited financial reports for the years 2017 to 2019, audited by an accounting firm or a qualified professional auditing agency, including balance sheets, cash flow statements, and profit statements.

4. Bidders must provide proof of performance for a contract amount of no less than 1.5 million for a jacket from 2017 to 2019.

1. The winter cold-proof clothing should adopt the style of a jacket, embroidered with the Zhongtong New Energy logo (provide an electronic version);

3. Style: The lining is equipped with an active collar and a detachable hood. The style is designed by the manufacturer, ensuring it is light, thin, warm, and fashionable, and can recommend styles based on this year's popular styles.

4. Color: royal blue and dark blue color matching, with royal blue as the main color.

3. Bidding time and place:

1. Bidding location: January 11, 2020, at 9 AM in Conference Room 206 on the second floor of the Zhongtong New Energy office building.

4. Bidding method and deposit:

1. The bidding will adopt a three-round format. The first round will use open bidding, where all bidding manufacturers gather together, and each manufacturer will quote based on their samples; (Note: Each manufacturer needs to submit a price for a three-piece jacket set (down lining and fleece lining) and a price for a two-piece set (down lining)); the second round will use sealed bidding, where each manufacturer must submit their price list sealed in an envelope to the bidding group, which will open them uniformly, compare the second round prices and sample quality, and then select candidates for the third round of individual negotiations.

2. Bidding units must pay a deposit of 5000 yuan, sealed in an envelope and marked with the manufacturer, submitted to the bidding group, and will be refunded if not awarded.

3. Composition of the bidding documents:

1. Bid letter;

2. Legal representative identification or power of attorney;

3. Business and technical deviation table;

4. Qualification review materials;

5. Technical service and warranty service plan.

4. Payment methods, delivery period, and invoice requirements:

Payment method: Full payment within 2 months after the goods are received and accepted.

Delivery period: 45 days from the date of contract signing.

Warranty period: One year.

Invoice: Request for a 13% VAT special invoice.
