In order to fully leverage the exemplary role of advanced models in legal services for employees, and to further motivate trade unions at all levels to improve their legal services for employee rights protection, effectively fulfilling the role of trade unions in safeguarding the legitimate rights and interests of employees, the Shandong Provincial Federation of Trade Unions recently issued Document No. 1 of 2016, "Decision on Naming Model Units for Employee Rights Protection Legal Services in Shandong Province." This document recognizes and honors trade union organizations across the province that have made outstanding contributions to employee legal rights protection. The Zhongtong Group Trade Union, as the only enterprise union in the Shandong transportation system and one of only four trade union organizations in Liaocheng, has been awarded this honor. The Zhongtong Group Trade Union places great importance on legal aid for employees.

The Zhongtong Group Trade Union attaches great importance to the legal aid and rights protection services for employees, closely adhering to the work guideline of "organizing and effectively protecting rights," and consistently upholding the principles of "grassroots-oriented, prevention-focused, and mediation-centered" in handling labor disputes. In conjunction with the "Safe Zhongtong" initiative, the focus is on developing harmonious labor relations and safeguarding the legitimate rights and interests of disadvantaged employees. The union actively carries out legal aid and rights protection services for employees, successively formulating and improving systems such as the "Regulations on Employee Representative Assemblies," "Regulations on Enterprise Information Disclosure," "Star Rating Assessment Standards for Employee Representative Assemblies," and "Labor Dispute Mediation Work System," and has established a collective bargaining system. Among these, the case of collective bargaining conducted by the Zhongtong Group Trade Union has been included by the Shandong Provincial Federation of Trade Unions and promoted as an exemplary case of employee rights protection services throughout the province. The successful implementation of legal rights protection services for employees has effectively promoted the harmonious stability of labor relations and the sustained healthy development of the economy across the group. Every year, the Zhongtong Group Trade Union adjusts and improves the union network in conjunction with organizational changes, forming a four-level union network organization comprising the Zhongtong Group Trade Union, direct trade unions, workshop branches, and team union groups, ensuring full coverage of union organizations, which guarantees the effectiveness of employee rights protection services and ensures that the union becomes a fundamental guarantee for employees as their "home." The Zhongtong Group Trade Union also actively extends the legal rights protection services for employees, solidifying the union's "Four Deliveries" brand, namely, spring competitions, summer cooling, autumn educational assistance, and winter warmth; it conducts "Four Lectures" educational activities, including employee lecture halls, model worker lecture halls, workshop lecture halls, and women's lecture halls. In 2015, through the solid implementation of the Red Flag (Union) team creation activities and the "Nine Advances" team construction work, the legal rights protection work for employees has been brought to the forefront, grassroots, and close to employees. The Zhongtong Group Trade Union also enhances the professional skills of rights protection service personnel through legal knowledge learning and sending personnel for training.
