Recently, the Ministry of Housing and Urban-Rural Development issued the "Notice on the Pilot Implementation of General Contracting for Construction Projects by 27 Steel Structure Enterprises including Beijing Dongfang Cheng International Steel Structure Engineering Co., Ltd." (Jian Shi Han [2015] No. 313). In order to promote green construction and energy conservation and emission reduction in the construction industry, facilitate the transformation and upgrading of the construction industry, and explore solutions to the inconsistencies between market bidding and relevant laws and regulations faced by specialized steel structure contracting enterprises during project contracting, the Ministry of Housing and Urban-Rural Development has approved 27 steel structure enterprises to carry out pilot projects for general contracting of housing construction projects and has issued first-level general contracting qualification certificates for housing construction projects to the pilot enterprises.
After obtaining this qualification, steel structure enterprises will be able to undertake housing construction projects with steel structures as the main body, including buildings of 40 stories or less and various spans; structures with a height of 240 meters or less; and residential communities or building groups with a building area of 200,000 square meters or less. The issuance of qualifications to pilot enterprises will enrich the professional management personnel of steel structure enterprises, achieve breakthroughs in the general contracting management of projects with steel structures as the main body, streamline management relationships, improve management efficiency and industrial production levels, and broaden the market access and contracting scope for projects with steel structures as the main body. It is also of great significance for the transformation and upgrading of enterprises, leveraging technological advantages, and expanding overseas markets.
